12月18日, 由北京师范大学一带一路学院主办，新华社研究院支持的第三届京师“一带一路”论坛在北京师范大学珠海校区举行。

The 3rd Jing Shi Belt and Road Forum organized by the Belt and Road School of Beijing Normal University and supported by the Xinhua Institute was held in Beijing Normal University at Zhuhai on December 18.

该论坛以“推动高质量共建‘一带一路’，促进横琴粤澳深度合作区发展”为主题，近百位全国知名专家、学者和企业代表受邀出席。

The Forum took “Advancing High-Quality Belt and Road Cooperation, Promoting the Development of Guangdong-Macao In-depth Cooperation Zone in Hengqin” as the theme. Nearly 100 renowned experts, scholars, and entrepreneurs across the nation attended the forum.

北京师范大学党委常委、副校长、一带一路学院院长王守军出席开幕式并致辞。王守军指出，学院培养了一批又一批知华、友华的优秀人才，近年来也产出了一些标志性的理论成果，为中央和有关部门提供决策服务，还开展了人文交流，积极推动中华优秀文化走出去，让“一带一路”国家产生共同心声，广开合作之门。

Wang Shoujun, vice president and member of the standing committee of the Beijing Normal University (BNU)party committee and dean of the Belt and Road School (BRS)addressed the opening ceremony. He pointed out that BRS has cultivated batchesof outstanding talents who knowand be friendly to China. In recent years, BRShas madea number of marked theoretical achievements andsupported the central government and relevant departmentsin decision-making. Besides, BRS has carried out cultural exchanges to actively promoteGoing Out of the excellent Chinese culture, which has contributed to a common aspiration and broadened cooperationamong the Belt and Roadcountries.

王守军强调，北京师范大学愿意充分发挥社会服务功能，搭建校企合作平台，共同探索校企合作发展的模式和途径，培养、培训企业需求的“一带一路”人才，为企业参与“一带一路”建设贡献一份力量。

Wang Shoujun emphasized that BNU is willing to give full play to its social service function, build a school-enterprise cooperation platform, and jointly explore modes and ways of the cooperation tosupport enterprises in participating in the Belt and Road by cultivating talents needed.

新华社研究院智库办公室副主任杨柳在开幕式致辞中就“一带一路”建设提出三点倡议：第一，加强智库研究，做“一带一路”高质量发展的促进者；第二，开展传播宣介，做“一带一路”生动故事的讲述者；第三，深化交流互动，做“一带一路”民心民意的沟通者。

Yang Liu, deputy director of the think tank office of Xinhua Institute, put forward three proposals on the Belt and Road construction in the opening speech: first, strengthen think tank research to promotethe high-quality Belt and Road cooperation; second, improve publicity to tell vivid stories about the Belt and Road; third, deepen people-to-people exchanges along the Belt and Road.

一带一路学院特聘教授波黑共和国前总理兹拉特科·拉古姆季亚、吉尔吉斯斯坦前总理卓奥马尔特·奥托尔巴耶夫、波兰前副总理兼财政部长格泽高滋·W·科勒德克、特邀嘉宾德国赫尔曼·西蒙商学院名誉院长、“隐形冠军”概念创始人赫尔曼·西蒙等也先后通过视频向论坛发来祝贺并致辞。

Three distinguished professors of the BRS: Zlatko Lagumdzija,former prime minister of Bosnia and Herzegovina, Djoomart Otorbaev, former prime minister of Kyrgyzstan, and Grzegorz W. Kolodko, former deputy premier and minister of finance of Poland, and one special guest: Hermann Simon, honorary president of Hermann Simon Business School and founder of the concept of “Hidden Champions”, congratulated the forum and delivered addresses through video.

开幕式结束后，9位来自政府、全国知名高校以及研究院的专家学者分别作了主旨演讲，从多个方面对“一带一路”建设相关核心问题建言献策。

After the opening ceremony, nine experts and scholars from the government, renowned universities and research institutes made keynote speeches respectively, offering opinions and suggestions from multiple aspects on key issues revolving the Belt and Road construction.

商务部原副部长蒋耀平在讲话中对过去三十年中国与东盟的贸易成就进行了回顾。2020年，中国与东盟双边贸易总额占我国外贸总额的14.7%，东盟超过了欧盟，历史性成为我国第一大货物贸易伙伴。蒋部长认为这是中国坚持“共商、共建、共享”的成果，由此可以看出我们国家有战略眼光和战略定力。

Jiang Yaoping, former vice minister of the Ministry of Commerce, reviewed the achievements of China-ASEAN trade in the past 30 years in his speech. He mentioned that in 2020, the total bilateral trade between China and ASEAN accounted for 14.7% of China's total foreign trade. ASEAN historically surpassed the European Union and became China's largest trading partner. Jiang Yaoping believes that this is the result of China's insistence on "extensive consultation, joint contribution andshared benefits" and a proof of China’s excellent strategic vision and determination.

中国经济体制改革研究会常务副会长兼秘书长赵艾在讲话中就企业家如何参与“一带一路”建设以及横琴深合区建设阐明了观点。赵艾认为，企业参与共建“一带一路”，要走稳走好，需要注意金融问题，规避风险，尽到社会责任。他指出，横琴建设深合区给澳门提供了适度经济增长空间，使澳门更好地融入国家的发展大局，更好地推动大湾区建设并体现“一国两制”制度。

Zhao Ai, vice-chairman and secretary general of China Society of Economic Reform, elaborated his views on how entrepreneurs can participate in the Belt and Road cooperation and the construction of Guangdong-Macao In-depth Cooperation Zone in Hengqin. Zhao Ai believes that asenterprises participate in theBelt and Road cooperation, they must make firm and good moves by paying attention to financial issues, avoiding risks, and fulfillingsocial responsibilities. He pointed out that the construction of Guangdong-Macao In-depth Cooperation Zone in Hengqin has provided Macao with room for moderate economic growth, better integrated Macao into China’s overall development, better promoted the construction of the Greater Bay Area, and reflected the "One Country, Two Systems" principle.

18日下午，论坛围绕共建“一带一路”的新形势与新任务、“一带一路”与横琴粤澳深度合作区建设以及“一带一路”背景下专精特新与企业“走出去”进行了三场专题研讨。

On the afternoon of December 18, three seminars focusing on “new situation and new task for high-quality Belt and Road cooperation”, “Belt and Road Initiative and the development of Guangdong-Macao In-depth Cooperation Zone in Hengqin”, and “specialized, refined, differentiated, and innovative SMEs and enterprises ‘Going out’ in the context of the Belt and Road Initiative”had been conducted.

北京师范大学“一带一路”学院执行院长胡必亮教授在发言中表示，在当前新形势下，共建“一带一路”主要应该承担起新的使命：一是为保障人民生命安全和身体健康提供重要支撑；二是为有效应对气候变化、促进绿色转型提供有力支持；三是为坚持真正的多边主义、进一步推进经济全球化提供新动能；四是为全球减贫提供新机遇。

Prof. Hu Biliang, Executive Dean of BRS, said that under the current new situation, Belt and Road cooperation shall undertake new missions: first, firmly support theprotection of people’s lives and health; second,effectively supporta good response to climate change and the green transformation; third, provide new drivers for true multilateralism and economic globalization; fourth, provide new opportunities for global poverty reduction.

会上，北京师范大学一带一路学院分享了关于共建“一带一路”国家的综合发展水平测算与评估的研究成果。该学院张坤领博士详细介绍了目前共建“一带一路”国家发展情况总体特征和主要问题，并指出未来“一带一路”合作将主要聚焦能源合作、产业合作和绿色发展合作等方面。

At the forum, BRS shared itsresearch results on themeasurement and evaluation of comprehensive development levels of the Belt and Road countries. Dr. Zhang Kunling from BRS gave a detailed introduction to the overall characteristics and main issues of Belt and Road countries at the current developmental stages, and pointed out that the Belt and Road cooperation will focus on energy cooperation, industrial cooperation and green development cooperation in the future.

三场研讨会分别由北京师范大学一带一路学院副院长、副教授刘倩，北京师范大学一带一路学院研究员万喆以及北京师范大学一带一路学院培训部主任林惠春主持。

The three seminars were hosted by Liu Qian, vice dean andassociate professorof BRS, Wan Zhe, research fellow of BRS, and Lin Huichun, director of the training department of BRS, respectively.
